Japan’s government agencies have put forward budget requests amounting to 143.1 trillion yen ($917.8 billion) for the upcoming fiscal year, approaching expenditure levels comparable to those during the COVID-19 pandemic. This increase aligns with Prime Minister Sanae Takaichi’s push for an expansionary fiscal policy, emphasizing investment in key sectors like artificial intelligence, semiconductors, and economic security.
A significant portion of these requests, totaling 12.2 trillion yen, falls under a new strategic investment program. Additionally, defense spending is anticipated to rise as the government reassesses its defense strategy, with several budget items yet to be specified in terms of cost. Heightened borrowing expenses are intensifying the strain on Japan’s financial resources, as the Finance Ministry has adjusted its projected interest rate to 3.8%, up from 3.0%, influenced by the 10-year government bond yield climbing to 3%, its highest since 1996.
Consequently, the budget requests for debt-servicing, which covers interest payments and debt redemption, have hit a record 36.64 trillion yen, marking a 5.36 trillion yen increase from the current fiscal year. As the fiscal 2027 budget draws attention, questions persist regarding the volume of new government bond issuance. Prime Minister Takaichi has expressed the government’s intention to maintain new bond issuance around 40 trillion yen, while also striving to lower the debt-to-GDP ratio.
The government now faces the complex task of balancing the need for increased investment in growth-oriented industries with the necessity of fiscal discipline, particularly as rising interest rates amplify the cost of managing Japan’s substantial public debt. The delicate equilibrium between fostering economic growth and ensuring financial stability remains a pressing concern for Japan’s policymakers.
