Japan’s diplomatic interactions with Russia have stirred concern among European allies just ahead of the upcoming G7 summit. In late May, officials from Japan’s foreign and trade ministries, along with representatives from major Japanese business groups, traveled to Russia. Their agenda included meetings with Russian counterparts involved in economic development and industry. The primary focus was on economic matters and safeguarding the interests of Japanese businesses still operating within Russia. Japanese authorities have defended these interactions, asserting the importance of maintaining communication channels even during times of strained relations. They emphasize that these talks are crucial for protecting Japanese business assets and operations in Russia.
The situation underscores Japan’s delicate balancing act between adhering to international sanctions against Russia and securing its own economic and energy interests. There are voices within Japan’s political landscape advocating for stronger ties with Moscow, citing long-term energy security concerns. Nonetheless, Japan has consistently demonstrated support for Ukraine, aligning itself with the G7’s sanctions policies. Japanese leaders have clarified that no high-level political meetings with Russian officials are currently on the agenda. At the forthcoming G7 summit, Japanese Prime Minister Sanae Takaichi is set to reaffirm the country’s support for Ukraine. The summit will also provide a platform to address the reservations some European partners have regarding Japan’s diplomatic engagement with Russia.
